GAO denied the protest of Security Management and Integration, Inc. (SMI), based on the rejection of its proposal under a request for proposals (RFP), issued by the Department of the Air Force for mess attendant services.
The RFP was issued as a Historically Underutilized Business Zone (HUBZone) small business set-aside under the commercial item acquisition procedures of the FAR. Among the factors of technical approach and experience, past performance, and price, the RFP also stated that proposals include a complete and realistic plan for meeting the PWS performance objectives.
SMI argues that its proposal was technically acceptable and provided a detailed and quantitative response to each performance objective. The agency reasonably rejected SMI’s proposal where SMI failed to provide the complete and realistic plan for satisfying the PWS performance objectives, GAO concluded. SMI did not provide a plan and failed to address most of the requirements.
