This week, the Bid Protest Weekly article analyzes a recent protest involving post-award negotiations with an awardee. While the solicitation actually informed offerors that the agency would engage negotiations with the awardee, during the negotiations the agency actually changed some of the certifications requirements called for in the solicitation. One of the disappointed offerors protested the changed requirements. GAO sustained the protest, stating that a change in the solicitation requirements, even after award, required a solicitation amendment.
