In this week’s Bid Protest Weekly article, we discuss the manner in which agencies evaluate the capabilities of joint ventures. A protest was filed before GAO in which it was argued that because the awardee was an unpopulated joint venture, it had no resources of its own and had to rely on the capabilities of its partners to perform. GAO rejected the argument, and denied the protest.
