In this week’s Bid Protest Weekly article, we discuss whether an offeror’s inclusion in the competitive range of a procurement automatically means that offeror’s proposal is technically acceptable. The protester argued yes, but GAO ultimately decided that including an offeror in the competitive range did not preclude an agency from later determining that the offeror’s proposal was not technically acceptable.
