When a Federal agency holds discussions with offerors during the procurement process, the discussions are required to be meaningful. In order to be meaningful, the agency must identify during the discussions the deficiencies in the offerors’ proposals. The Bid Protest Weekly article this week focuses on a recent GAO decision in which the agency failed to do so.
